Russian-installed authorities declared a state of emergency in Crimea on Friday, as repeated, intensified Ukrainian strikes on the peninsula lead to widespread power outages and fuel shortages. Blackouts have plagued Sevastopol, the largest city in Russian-controlled Crimea, for days.
