I believe the arrest warrant for Netanyahu is only because yeshiva students were being arrested for learning Torah in Israel. Everything that happens is a cause and effect.

Instead, arrest warrants are enforced by the 124 member states that have ratified the Rome Statute. Under this treaty, these nations are legally obligated to arrest any wanted individual who enters their territory and surrender them to The Hague.
