If Oman and Iran want to collude on their shakedown they have some territory to do it. Not UAE east ports which are outside. Also since Iran and Oman contribute nothing to the high seas security their cargo would be effectively up for grabs once outside strait. They can put security on ships and fund their own escorts around the world. The revenue gained by toll might not cover their additional shakedown exposure on high seas.
