Mondasian Cybermen are the scariest because they look so much like humans. That was missing from basically every other Cybermen design, especially the Cybusmen which should’ve leaned into the body horror even more than they did.
Having body horror baked into their designs makes it impossible to fall for the mindless disposable robots stomping around issue.
