Baloo lets his pilot’s license expire, but has trouble renewing it when his examiner rattles him by requiring him to perform his actions alphabetically. He then learns that Don Karnage has teamed up with Shere Khan.
Baloo and Kit are flying the Sea Duck near Cape Suzette. Baloo comments on the familiarity of their location, expressing a sense of home. Kit notices they are flying fast, prompting Baloo to joke about their speed. Their flight is interrupted by a police, and Baloo tries to charm his way out of a speeding ticket by making emotional appeals and promises. However, the cop gives him a ticket for driving with an expired license. Back at Higher for Hire, Rebecca confronts Baloo about his expired license and assigns him the task of renewing it at FLAP (Federal Licensing Agency for Pilots), emphasizing the consequences if he fails to do so.
Rebecca is at the gas station where she is shocked to learn that filling up her gas tank costs $120, twice the usual amount. The gas station attendant, a chimp, explains that gas prices have doubled, which surprises Rebecca even more. Frustrated, she questions how she can sustain her business with such high prices and blames Mr. Khan, the big boss, for the situation. In her anger, she lifts up her crate and defiantly tells the chimp to convey a message to Mr. Khan that he cannot continue this way (“he no khan do!”).
Rebecca arrives at Khan’s tower and encounters resistance from Shere Khan’s assistant, who tries to prevent her from entering. However, Rebecca insists on seeing Mr. Khan and eventually gains entry to his office. She starts by requesting a glass of water and then discusses the high gas prices with Shere Khan.
During their conversation, they are interrupted by news of another oil tanker being hijacked, which prompts Shere Khan to express fake shock and blame towards Don Karnage. Rebecca expresses her concern about the high prices affecting her business, to which Shere Khan responds indifferently, acknowledging the struggles of small businesses but offering no real solutions.
After Rebecca leaves, Shere Khan drops his act and instructs his assistant to send a telegram congratulating Don Karnage on the successful hijacks, revealing his complicity in the situation.
Baloo and Kit arrive at FLAP, a building situated on water with the Sea Duck parked nearby. Baloo expresses confidence about renewing his pilot’s license quickly. However, he is taken aback when he learns that his examining officer will be Mr. Throgmorton, a strict capybara pilot instructor known for being tough on pilots.
Baloo expresses his apprehension to Kit, explaining that Throgmorton was his driver’s education teacher and had a reputation for being difficult. This sets the stage for Baloo’s nervousness as he prepares to face his former instructor for his pilot’s license renewal test.
