That is one of the central ideas behind consciousness: it does not necessarily need to interact with the outside world in order to exist.

A conscious mind can create an inner world and remain aware within it. It does not require sight, hearing, movement, or constant sensory input to be conscious. A blind man is still conscious. A deaf man is still conscious. A person without arms or legs is still conscious. Those abilities may change how someone experiences the world, but they do not determine whether consciousness exists.

Consciousness is not the same thing as input and output. Sensory information is additional. It gives the mind material from the outside world, but the mind can also generate its own experiences internally. You can imagine, dream, remember, reason, and construct entire worlds inside your head.

That is the point: consciousness can exist within itself. It can live in its own thoughts, its own awareness, and its own internal universe, even without direct interaction with the outside world.
