China has done this in the past… It did not inform India when a natural dam formed until the dam was about to break. In between the landslide which formed the dam and the dam breaking, China took precautions for itself but didn’t inform India until it was took late. So, they were able to argue that they did warn India, but only after making sure enough damage was caused to push India back. It’s doing the same thing with Nepal. Soon nepal won’t be able to repay it’s loans and like Sri Lanka, Pakistan and Bangladesh, it’ll have to lease out land to china for a hundred years.
