Record rainfall triggered severe flooding in Japan’s Chiba prefecture, leaving thousands of travelers stranded at Tokyo’s Narita airport, cutting power to homes and claiming at least four lives. More than 14 inches of rain fell in parts of the prefecture in just 24 hours.
