Torchwood’s name was a codeword for Doctor Who with Christopher Ecclestone’s revival as it’s an anagram of Doctor Who.
River Song’s name was made because Steven Moffat wanted to name an episode A River Song Ending, but that never ended up happening. It would either have been her first episode where she died with David Tennant, Silence in the Library & The Forest of the Dead, or maybe her last episode with Matt Smith or Peter Capaldi like The Husbands of River Song.

Series 15 starts with Lux and The Well and ends with Wish World and The Reality War with The Rani, Conrad (Jonah Hauer-King) and Omega the Mad God (From The Three Doctors & Arc of Infinity) as the Unholy Trinity. It ends with the 15th Doctor’s regeneration into Billie Piper’s 16th Doctor

I think an American version of doctor who would suck imho and I’m saying this as an American myself, I much prefer the British television series not to mention Doctor who was already in airing in the United States beginning in the 1970’s.
