A small courthouse in Letcher County became the scene of an execution-style killing when Stines was captured on surveillance video walking into a judge’s chambers and allegedly gunning down Circuit Judge Kevin Mullins. Nearly two years later, the motive remains clouded in mystery, with prosecutors arguing the shooting was intentional while Stines claims he was suffering from a mental condition that left him unable to understand his actions.
