The Trump administration just made one of the most significant and far-reaching environmental decisions in American history. The EPA announced Monday that it is completely repealing all greenhouse gas emission limits on coal and natural gas power plants across the United States. And in a move that has alarmed environmental and legal experts equally, the administration is simultaneously taking a separate step designed to potentially prevent any future president from ever reimposing those limits again. Here is what that actually means in practical terms. Coal power plants that were required under Biden-era rules to either capture their smokestack emissions using carbon capture technology or face closure are now free to keep burning coal without any of those restrictions in place. An independent analysis conducted by the Associated Press estimated that the rules being repealed were preventing approximately 30,000 deaths per year and generating roughly $275 billion annually in avoided health costs for the American public. EPA Administrator Lee Zeldin framed the decision very differently, saying the move will save the energy industry over $300 billion dollars and help unleash American energy production. Environmental groups say what it will actually unleash is more smog, more mercury, more lead, and more fine particulate matter that lodges permanently in human lungs — with the burden falling disproportionately on the low-income, Black and Hispanic communities that tend to live in closest proximity to these power plants. The most legally alarming element of the announcement is the separate action targeting the EPA’s 2009 endangerment finding — the foundational legal determination that carbon dioxide causes harm to public health. Stripping that finding could permanently remove the legal tool that any future administration would need to regulate greenhouse gases at the federal level at all. Legal challenges from environmental groups and multiple states were filed within hours of the announcement.
