And not for surveillance and security purposes, but for a galaxy-wide manhunt of anyone or anything that was in possession of the stolen architectural plans which Anonymous leaked to the rebels. That is why he wanted it badly during this hearing, so he can easily search Hoth for that rebel base, because The Galactic Empire decided to create a much larger, and far more superior Death Star, using the same architectural plans that was used to build the first one, and assuming that the same vulnerable weak point of the previous Death Star will be recreated all over again, making the future Death Star an easy target for the rebellion, especially with Admiral Ackbar, who will be leading the future attack.
