ProPublica and The Washington Post have reported that the FBI was building a significant bribery investigation involving Senator Susan Collins and Hawaii defense contractor Navatek, whose CEO Martin Kao was convicted of campaign finance fraud. Kao provided federal investigators with a detailed 50-page document naming dozens of lobbyists, staffers, and members of Congress allegedly involved in a pay-to-play scheme. Internal communications show Kao alleged that Collins personally committed to delivering $32 million in naval contracts after a $500,000 donation was funneled through a shell company. Collins’s office has denied all wrongdoing, calling the claims outlandish and saying the matter was resolved in 2021. By the end of 2024 agents had built a substantial case. Then Trump returned to office, gutted the FBI’s specialized anti-corruption units, and fired the lead agents who had been building the investigation. The case went nowhere.
