Meta just settled the biggest child safety lawsuit in social media history, and the details are more complicated than the headline suggests. Fifty-two state attorneys general announced Wednesday that Meta will pay up to $18 billion to resolve claims that it deliberately designed Instagram and Facebook to be addictive to children and teenagers, and that it knew about the devastating mental health consequences while actively hiding them from the public. But here is the detail that really tells the full story. Of that $18 billion, Meta is only guaranteeing to pay $12.7 billion. The remaining $5.3 billion is entirely conditional — Meta will only release that portion if YouTube and TikTok each independently match the payment and implement identical teen safety measures, including a default two-hour daily time limit, a night mode blocking access between midnight and 6AM, and mandatory age verification. Meta is now running full-page newspaper ads calling on TikTok and YouTube to follow its lead on child safety. What those ads conveniently leave out is that Meta only agreed to any of these protections because it was sued into doing so. This is not Meta leading the industry on child safety. This is Meta being dragged to the table, and then attempting to pull YouTube and TikTok down with them. Not everyone is satisfied. Florida’s Attorney General declined to join the settlement entirely, calling the payout peanuts compared to the profound harms Meta’s profit-driven addictive features inflicted on children, and says he will see Meta at trial instead.
