With the Earth exhausted, humanity has colonised Pluto, surviving in six sprawling “megropoli” illuminated by artificial suns. These colonies are controlled by the Company, where drugged “work units” toil away, earning just enough to cover their funeral expenses. The Doctor, Leela, and K-9 arrive to uncover the brutal exploitation of the Megropolis inhabitants by the ruling elite, led by the Collector. In the shadowy depths of the Undercity, a group of revolutionaries plans to overthrow the Company. The Doctor must confront the oppression head-on, using fire to fight fire.
