A municipal report on the city of Midgar from Final Fantasy 7 (original and/or remake) would be a large and frustrating undertaking. Lots of single visit areas and un-interactable background NPCs. Plus the city is made up of an upper class suburb “top plate,” lower class slums below, divided into 8 sectors, of which you can only explore parts of about 3 of them, and a large centralized business/government skyscraper. Additionally, how would the near infinite supply of guards that can appear in random battles factor into this? How would the enumerator traveling with a group of wanted terrorists affect their employment and standing?
Did you include all the chucksters from the Secret Level of Pianta Village, and considering they have a designated term for what they’re doing, could “chuckster” be considered a profession and they therefore count as employed?
