This method clears files stored in the Prefetch folder. Only perform this task rarely, or else your PC will become slower to load as the quick access information for frequently accessed programs will get deleted every time you clear it.

I think you don’t understand what prefetching is.
This will most likely slow your machine down since this is cached data for faster access times.
Also not random data, not it uses heuristics to determine which files you used often in the past and are very likely to need again soon.
So this should be a net loss for your performance.
In due time the cache will rebuild itself so you can’t do longterm damage deleting these files.
